Transformational Change Methodology

The concept of transformational change recognizes the fundamental, radical changes in economic activity required to meet the global goals for climate and sustainable development. Transformational change refers to system change, rather than singular, stand-alone development, and involves multiple actors at multiple levels of society.

 

The Transformational Change Methodology defines transformational change for greenhouse gas mitigation and provides a stepwise approach to determining the extent to which a policy is truly transformational. It supports governments, financial institutions, programmes and other stakeholders to assess the expected or achieved transformational impact of policies and investments towards alignment with the global goals.

 

Combine with the Transformational Change Toolkit:

 

The Transformational Change Methodology is accompanied by the newly developed Transformational Change Toolkit, which facilitates the application of the methodology and provides further support and guidance on the assessment process. Interested users are encouraged to use both the methodology and toolkit at the same time.

The methodology is applicable to all sectors, policies and actions. It can be used to assess two types of transformational impacts: processes and outcomes:
  • Processes are the interdependent drivers of system change, including technology change, agents of change, incentives for change, and norms and behavioral change.
  • These processes lead to outcomes, which are assessed in terms of their scale and sustained nature.

The Transformational Change Toolkit

The Transformational Change Toolkit is a set of tools that expand the ICAT Transformational Change Methodology and facilitate its application. The toolkit supports the assessment and comparison of transformational impacts of a wide range of climate policies, actions, and projects, including carbon market activities and investment and private sector plans. The conceptual framework of the toolkit was developed in collaboration with the UNEP Copenhagen Climate Centre (UNEP-CCC), Perspectives Climate Research, Carbon Limits, and Climate SI.
