Cuba worked with ICAT to develop a new baseline and mitigation scenario for the energy sector within Cuba’s new NDC, incorporating identified mitigation actions. This involved designing a monitoring and reporting framework for the energy sector, considering international reporting requirements. A follow-up project focused on strengthening capacities to meet the country’s reporting requirements through the BTR and update the NDC. Currently, Cuba is working with ICAT to strengthen national capacity to design a technical and methodological proposal for a “below business-as-usual” NDC, and to develop a relevant MRV proposal.

Overview

Strengthen national capacities to develop a technical-methodological proposal for an NDC of the ‘below business-as-usual’ type and make a proposal for tracking and reporting under the MRV system that the country is currently building.

  • Define the mitigation actions Policies and Measures (PAMs) that can boost the increase in NDC ambition in the medium term
  • Strengthen the information system to address transparency in the management of the NDC in the medium term
  • Define methodologies and adapt the calculation tools for the impact assessment of PAMs on GHG emission behaviour and on the NDC indicators for each scenario
  • Define the impact of PAMs on GHG emission behavior for each scenario and the possibilities for increasing medium term ambition
  • Update the national MRV procedures and guidelines based on the results

Overview

The project is focused on strengthening capacities to meet the country's reporting requirements through the BTR and on carrying out studies to propose the elevation of the ambition of the country's mitigation contributions.

  • The country's BTR reporting capabilities are strengthened by building capacity to use GACMO as a projections tool.
  • Technical proposal made to increase the ambition in mitigation contributions for the next NDC update in the sectors of RE, transport, forests and swine, including the use of TRACE to evaluate environmental co-benefits in the transport sector and the establishment of a target for the residential sub-sector.
  • Proposal for the establishment of a legal framework for data collection.
  • Scoping report to identify the most appropriate digital platform for data and information management for Cuba.
