Mozambique elevates climate transparency efforts with new ICAT project

ICAT support focuses on the establishment of institutional arrangements, including design and implementation of legal frameworks, data collection, reporting and verification methodologies and procedures within and between the relevant stakeholders that will facilitate a robust and continuous national MRV framework and and to assess the impact of policy and measures in the energy sector. The current ICAT project in Mozambique aims to enhance Mozambique's capacity to track climate action progress, improve reporting, assess adaptation impacts, and explore carbon market opportunities to increase climate ambition.

Overview
Strengthen Mozambique’s capacities and national MRV systems for climate change, to enable effective tracking on progress of implementation of its NDCs and related reporting through Biennial Transparency Reports (BTRs), while enhancing capacities to assess the impacts of sub-national adaptation plans towards national targets. In addition, the project will also explore opportunities to participate in carbon market approaches and generation of Internationally Transferred Mitigation Outcomes, towards increased NDC ambition.
- Alignment of previously ICAT developed institutional arrangement for the enhanced transparency framework and NDC Tracking framework with the recently updated National System for Monitoring and Evaluation of Climate Change.
- Enhancement of institutional capacities to monitor and track NDC implementation.
- Enhanced capacity to assess impacts of climate policies and sub-national adaptation plans to support preparation of new NDC and BTR submissions
- Knowledge sharing and lessons learned for replication of activities in other sectors and institutions.
- Guidance provided for classification of measures relevant for the generation of Internationally Transferred Mitigation Outcomes

Overview
- Establish formal institutional arrangements for climate transparency activities, based on the road map and recommendations produced in the first ICAT project
- Secure sustainable capacity-building efforts in the country through the development of a training programme, involving the Climate Change Network and focusing on tracking of policies and actions in the NDC, GHG inventories, and reporting of support needed and received.
- Establishment of formal institutional arrangements for climate transparency activities

- Piloting on a relevant and appropriate mitigation policy
- Design of a roadmap for the establishment of a robust national MRV system
- Inception mission report, including description and selection of policies in key sectors for impact assessment using ICAT Guidance
- Report providing the assessment of current institutional arrangements and identified gaps and barriers for a robust national MRV of climate change policies and actions
