ICAT supports the Federal Government of Somalia—through the Ministry of Environment and Climate Change (MoECC)—in establishing the foundations of a structured framework for emissions projections, policy impact assessment, and NDC tracking aligned with the Enhanced Transparency Framework (ETF). By developing an MRV framework, analytical tools, and institutional procedures, the project will strengthen Somalia’s capacity to monitor climate action and track progress towards its national climate goals.

Overview
Strengthen Somalia’s capacity to manage and track the implementation of its NDC actions in the energy and waste sectors. The project will establish a robust framework for the regular collection and management of data required to compile GHG inventories, develop emissions projections, assess the impacts of relevant policies and measures, and monitor progress through the development of appropriate indicators.
