ICAT supports the government of Uruguay, through the Dirección Nacional de Cambio Climático (DNCC) of the Ministerio de Ambiente, in consolidating institutional capacities, methodological tools, and operational arrangements for a climate finance Monitoring, Reporting, and Verification (MRV) system. This system will enable Uruguay to systemically and sustainably integrate information on climate finance needs and flows into its national climate management and transparency systems.

Overview
To enhance Uruguay’s capacity to systematically estimate the cost of NDC measures, while identifying, classifying, and tracking both public and, complementarily, private climate finance. This will support accurate international reporting under the Biennial Transparency Reports (BTRs) within the framework of the Paris Agreement, as well as strengthen national processes for climate planning, management, and decision-making.
- Diagnosis of the current climate finance system.
- Development of methodological procedures and tools for the ex-ante cost estimation of NDC measures.
- Design of an ex-post tracking system for climate finance.
- Preparation of analytical inputs and strategic recommendations based on the results of the ex-ante and ex-post comparison.
- Capacity building and institutional sustainability
