ICAT supported to Vanuatu to enhance institutional arrangements for greenhouse gas inventory MRV systems in priority sectors (waste, agriculture, IPPU and transport) and to conduct agriculture policy impact assessments, resulting in recommendations for including agriculture sector policies in Vanuatu’s enhanced NDC. A follow-up project is building on the work of the first project, supporting the development of national frameworks and technical capacities that align with international standards, IPCC best practices, and the requirements of the Paris Agreement, ensuring a robust and effective implementation of NDC 3.0.

Overview
Strengthen Vanuatu’s capacity to effectively implement NDC 3.0 by enhancing national knowledge and ownership of greenhouse gas emissions data; undertaking mitigation assessments and projections; and institutionalizing essential data systems for the energy and livestock sectors. Building on the achievements of the first ICAT project, the project focuses on developing national frameworks and technical capacities that align with international standards, IPCC best practices, and the requirements of the Paris Agreement, ensuring a robust and effective implementation of NDC 3.0.

Overview
The project focuses on building Vanuatu’s capacity in:
- Implementing elements of the GHG inventory MRV systems for the prioritized categories based on a sustainable institutional arrangement for managing GHG data aiming to institutionalize sectoral inventories and create a robust evidence base for agriculture policy impact analysis based on ICAT methodology,
- measuring the performance of the targeted climate policies and actions in livestock, and
- Develop recommendations for including agriculture sector policies in Vanuatu’s enhanced NDC.

- Building a foundation for the NDC targets
- Tracking and creating the evidence platform for climate policies through improving Vanuatu’s national inventory system for collecting GHG-related data
