The Initiative for Climate Action Transparency (ICAT) has released a new report with guidance on developing indicators for tracking progress towards Nationally Determined Contributions (NDCs).
The new report, Indicators for Tracking NDC Progress, was developed by ICAT with the support of the Istituto Superiore per la Protezione e la Ricerca Ambientale (ISPRA). It builds on an earlier publication from 2021, Proposed indicators for domestic MRV purposes and tracking progress of NDCs, and includes case studies and examples from BTR submissions already made by countries. It is aimed at policymakers from developing countries, specifically those working on transparency and NDCs, and covers both mitigation and adaptation indicators.
More specifically, the publication offers practical guidance on how to develop indicators in line with national priorities and domestic and international reporting needs. On the mitigation side, the indicators range from macro-level indicators such as total annual greenhouse gas emissions trends to sector-specific ones covering energy, agriculture, or transport. For adaptation, the report provides an overview of international tools and frameworks that countries can draw on to develop their indicators.
Furthermore, the report aims to support countries in the NDC tracking process, outlining what makes a good indicator – one that is measurable, relevant, feasible, and consistent with national greenhouse gas inventories and reporting methodologies. It also recognizes that indicators can evolve over time based on lessons learned, improved data systems, and changing policy needs.
