Tracking Progress on the Ground: Guidance and Good Practices for Integrating Subnational and Non-State Actors into M&E Systems for National Climate Change Adaptation Policies supports governments to integrate sub-national and non-state actors into the monitoring and evaluation (M&E) systems of their national adaptation policies

While the primary target audience of this guide are national government actors engaged in developing M&E systems for adaptation policies, much of the guidance is also applicable to subnational governments and other actors developing M&E systems reliant on sub-national and non-state actors to provide data about policy implementation.

The guide has two parts:
  • The first part provides background information on sub-national and non-state actors, their role in national adaptation policies and M&E systems.
  • The second part provides guidance on how to successfully integrate sub-national and non-state actors into government-owned M&E systems.
