To maximize impact, ICAT works hand-in-hand with local partners to ensure that capacity is developed and stays close to the countries, and local experts can build networks to share experience. Which is why ICAT helps to establish and manage regional hubs that efficiently build capacity for climate action transparency closely aligned with local needs.

Regional Hub: Central America
Regional Hub: Central America

The Regional Hub for Central America, hosted by the Central American Commission on Environment and Development (CCAD), aims to build capacity for climate transparency within the eight countries of the Central American Integration System (SICA). In 2025, Cuba formally joined the hub.

Regional Hub: Central Africa

The Regional Hub for Central Africa, hosted by the Economic Community for Central African States (ECCAS) supports the 11 ECCAS member States in their efforts to build and improve sustainable and comprehensive transparency frameworks. As a result, national decision-makers, policymakers, investors and stakeholders will be in a better position to advance climate mitigation and adaptation actions and countries able to meet the reporting requirements of the Paris Agreement.
